Maximising tourism opportunities along the Teign Estuary Trail

The challenge

Teignbridge District Council sought to understand the full tourism potential of the Teign Estuary Trail project—a new active travel corridor connecting Teignmouth, Kingsteignton, and Newton Abbot.

Completing this link in National Cycle Network Route 2 would create new economic opportunities, but a clear strategy was needed to identify and maximise these benefits.

Why it’s important

Active travel infrastructure has been proven to drive economic growth by increasing visitor numbers, supporting local businesses, and promoting sustainable tourism.

The Estuary Trail project presented a unique opportunity to enhance Teignmouth’s tourism appeal, but realising these benefits required a detailed understanding of the existing landscape and emerging opportunities.

Our approach

Urban Foresight conducted a comprehensive analysis, integrating primary and secondary research to produce a Tourism Opportunities Report. Our methodology included:

  • Desktop Research – Reviewing existing tourism assets, policies, and case studies.
  • Flexible Stakeholder Engagement – Gathering insights through consultation with local businesses and interest groups.
  • Site Visits & Ethnographic Research – Understanding the trail’s geography and its interaction with local businesses.
  • Workshop Facilitation – Engaging key stakeholders, including accommodation providers, café and restaurant owners, cycle hire services, arts and heritage organisations, and the Teign Estuary Trail Campaign Group.

Results and impact

  • Identified 72 tourism opportunities – A rich pipeline of ideas to boost visitor engagement.
  • Prioritised 15 high-impact interventions – Selected through a scoring matrix to align with project goals.
  • Produced actionable case studies – Each detailing key stakeholders, benefits, potential constraints, and economic impact.
  • Supported the Outline Business Case – Providing a strong foundation for funding and future development.
  • Identified and established consensus on key opportunities 

Examples of interventions included:

  • Walking and cycle tours tailored to different visitor groups.
  • ‘Walk This Way’ community-led walking groups.
  • Improved multi-modal transport for accessibility needs.
  • One-to-one cycling skills sessions for beginners and returners.
  • Mobility hubs in Teignmouth and Kingsteignton.
