The challenge

Corsham Town Council identified transport and highways as a strategic priority in its 2022-2026 Strategic Plan.  

The town required a comprehensive, evidence-based transport strategy to improve public transport, enhance active travel routes, reduce congestion, and ensure accessibility for all residents.  

The plan needed to align with Wiltshire Council’s Local Transport Plans while addressing local challenges such as speeding, limited bus services, and gaps in cycling and pedestrian infrastructure. 

Why it’s important

A well-planned transport system is crucial for Corsham’s economic vitality, environmental sustainability, and community well-being.  

With an ageing population, growing demand for active travel options, and increasing pressure on road infrastructure, the Town Transport Plan would serve as a blueprint to guide future investments and policy decisions.  

The Council sought to ensure that mobility solutions met the needs of residents, businesses, and visitors while supporting climate goals and air quality improvements. 

Our solution

Urban Foresight developed a structured, multi-faceted approach to create a transport strategy tailored to Corsham’s needs. Our methodology included: 

1. Discover & design – a detailed assessment of existing transport infrastructure, including roads, bus services, walking and cycling routes, and accessibility provisions. Review of data sources such as traffic counts, accident reports, and community speed watch findings to establish baseline conditions. 
2. Deliver – analysis of congestion hotspots, public transport gaps, and the environmental impact of current travel patterns. Evaluation of potential solutions such as expanded bus services, new cycle infrastructure, road safety measures, and low-emission transport initiatives. 
3. Sustain – a phased implementation plan with costed recommendations, performance metrics, and funding strategies. Provided a clear roadmap for Corsham Town Council to advocate for investment and policy changes at the county and national levels. 

The Impact

• Provided an evidence-based strategy to guide Corsham’s transport investments and policy decisions. 
• Recommended practical solutions to enhance public transport, road safety, and active travel options. 
• Identified priority infrastructure improvements, such as additional pedestrian crossings, 20mph zones, and expanded bus services. 
• Supported Corsham Town Council in shaping proposals for Wiltshire Council’s Local Transport Plan and external funding applications.
